President and CEO - Institut national d'excellence en santé et en services sociaux (INESSS)
A physician trained at the Université de Sherbrooke and a specialist in public health, he holds a master’s degree in health administration from the Université de Montréal and a fellowship from the Canadian Health Services Research Foundation. Active in teaching medicine at the Université de Montréal and the Université de Sherbrooke, where he was also vice-dean, he has acquired solid experience in the management of health care institutions and public health organizations and in the regional and national governance of health care systems, while being involved in and directing several projects of regional, national and international scope. After serving as regional director of public health and president and CEO of the Agence de la Montérégie in the 1990s and 2000s, he was appointed president and CEO of the Institut national de santé publique (INSPQ) in 2008. In November 2013, the Council of Ministers also entrusted him with the mandate of President and CEO of the Institut national d’excellence en santé et services sociaux du Québec (INESSS). From January 2015 to January 2022, his mandate focused on the presidency and general management of the INESSS. In January 2022, the Council of Ministers appointed him as National Director of Public Health and Acting Assistant Deputy Minister to provide scientific and strategic public health leadership for the management of the COVID-19 pandemic.
Dr. Boileau has served on the boards of several pan-Canadian health organizations and is a nationally and internationally recognized speaker.
