Joanne Castonguay
Commissioner of Health and Wellness
As Health and Welfare Commissioner, Joanne Castonguay informs government authorities and the public about the situation, issues, and performance of Québec’s health and social services system. She also advises the government on the choices that must be made to adapt the system to better meet people’s needs. An economist by training, Ms. Castonguay has been studying health systems for many years and has a number of publications to her credit, on topics such as health system governance and the transfer of innovations. She is a former associate professor at the HEC Montréal Health Cluster and also served as a research director at the Institute for Research on Public Policy (IRPP) and CIRANO (Centre interuniversitaire de recherche en analyse des organisations).
